You're real close.
FBX_layout.cfm allows you specify your layout file(s) for your app.
The layout file determines how things like your header main content 
and footer will be displayed.
Have you seen the nested layout example.
Also, rember that with Fusebox you can very easily call a circuit as a 
custom tag.
