I've been putting them in the top of the fbx_layouts file when i know they
are global to all layouts that could be chosen -- it's kinda like putting a
CFSWTICH in your fbx_layouts file and treating them the same way as
fbx_switch.  and then when there are XFA's that are particular to a given
layoutfile i just set it inside that case statement. Of course most of the
time you probably only have one layout file in a given circuit so it's easy
to handle multiple ways
