You could probably get away with disclosing the mean, median and std dev if you had a large enough number of donors but I think it might have an opposite effect than what the council would like.
Normally you would think that disclosing numbers would encourage the bottom half to catch up with the top half but in reality about 1/2 to 2/3 of the people will be very close to the mean and their knowing that information will not encourage them to donate at a greater rate. If everyone is left in the dark there is a good chance that these same 1/2 to 2/3 of the people can be made to feel guilty about how much the donate and believe that no matter how much they donate it is an inadequate amount. Those people in the top or bottom 15% probably aren't going to be swayed much regardless if statistics are posted or not because the decision about how much to donate is likely made independently from what they believe other people are donating. An exception to this are people that donate for the recognition that is received from becoming a top donor. I doubt that many developers (especially engineers) are as vain and spend thrifty as this, however, making ranks with the likes of Hal Helms might be incentive enough. Who knows?
