that should do it - dosen't it work?
The value of #baseHREF# (returned by SESconverter) should be something like
"http://www.whatever.com/";

Though the SESrBaseName defaults to "baseHREF", so you don't need to set it
unless you want to use something else.
eg 
<cfset SESrBaseName="somethingelse">
<cfinclude template="sesConverter.cfm">
<base href="#somethingelse#">

Also, i'd set the dummy extension as a variable, then use this in all your
links.

eg 
<cfset mydummyX = ".cfm">
<cfset SESdummyExtension=mydummyX>
<cfinclude template="sesConverter.cfm">
 
<a href="#self#/foo/bar#mydummyX#">bar</a>

This will save a few tears when the next version of IIS decides that it
doesn't like whatever extension you're using.

candle:

<cf_sesConverter SESdummyExtension=".cfm" SESrBaseName="baseHREF">
<base href="#baseHREF#">
