Hmmm... I haven't tried this, but you might be able to do an include above your 
fusebox (like, at the very top of index.cfm).
Create a file that uses cfflush in that, along with a javascript that shows your 
image, and stops it once the page is completely
loaded <body onload="stopimage();">

Provided that I am even close here, it still may not display the image the way you 
want it and where you want it...
