use relative paths all the time.

it would be relative to the template from which you are calling this....so
if the fuseaction is somewhere other than in the same directory from which
it's being called you'd have to give it a relative , as in

<cfinclude template="french/dsp_#fuseaction#.cfm">

which looks one directory down into a directory called "french"
or, if you need it relative to the root of the application (happens a lot
for layout files, and javascripts, and common UDFs and common images, etc.)
then you'd create a path back up to the top using the #fusebox.rootpath# API
variable like

<cfinclude template="#fusebox.roothpath##output#dsp_#fuseaction#.cfm">

some hints: don't go too far in segmenting your actual fuses from the switch
that contains their fuseactions. I went down that path with a multi-lingual
site about 18 months ago and it seemed SO "hot" at the time, and then 8
months later I had no idea what I had meant at various points -- I had a ton
of "extra" code written just to re-parse the too complex parse of the path.
Second, when you do your definitions of paths like your #output# variable,
try to make THAT variable have the requisite trailing slash, rather than
something like #output#/dsp_#fuseaction#.  It's just very hard when
debugging to see that slash sitting there. Again, this is the type of thing
that is 6 of one, half dozen of the other *now* but later on you will be
glad you did it the same way every single time (and so will anyone looking
at your code)
