If I were you I would take a look at how Macromedia has implemented cfcache. It's written in ColdFusion and you can decrypt template with (propably illegal) utility you can find with google.
Then you can write new version (well.. you should start from scratch) of that tag and use it to cache what you want. Best idea could be to use cfsavecontent instead of cfhttp since you want to cache subpage and mayble implement some kind of custom tag where you can specify how often contents between those tags should be refreshed. Then you can put those tags into fbx_Switch.cfm file around those areas that you want to cache. Now when I think about it, it seems like a pretty general purpose idea. If no-one tells me there is already something like that I could just write it this night... definitely better way to spend time than watching TV.
