I tend not to use layouts for small blocks of info.  Or rather, my layouts
only case it.  I can usually use the same layout for all sections of a site
with different versions of menus or small blocks like this.

In my layout I would do a cfmodule to include the block, and either put my
security code around the module or in the fuse itself.
