In the switch is correct place. It does cflocate, but if your user needs to fill out some other form before they proceed to the current one, they would get redirected to that other form. cf_returnfuseaction simply remembers where the user needs to go while they process the other form or whatever they need to do.
As far as killing the layouts, yes it does, because it's a full redirect. Putting it in the switch forces this to happen before any display, whether it's body content or layout, gets display.
