Why does it matter if you are allowed to nominate yourself, that's how most local government is done. You go in and register yourself, sure it would be nice to get backing of a political party, but you don't need that. So you nominate yourself, well you still need votes. Why should you be allowed to be nominated by someone else. What if I nominated you and then you won. You may not have the time nor drive to be in the council. Allowing individuals who want to be in the council and know they have time to do is is completely valid, you shouldn't have to be nominated to be voted on.
