Why does it matter if you are allowed to nominate yourself, that's how most
local government is done. You go in and register yourself, sure it would be
nice to get backing of a political party, but you don't need that. So you
nominate yourself, well you still need votes. Why should you be allowed to
be nominated by someone else. What if I nominated you and then you won. You
may not have the time nor drive to be in the council. Allowing individuals
who want to be in the council and know they have time to do is is completely
valid, you shouldn't have to be nominated to be voted on.

voting in "this" fusebox council is illegitimate ! most of the 
individuals in the elections are nominated by themselves.
if you bought the right to vote, you are presented with a list of 
nominees that give you very little detail. i should not be able to 
nominate myself. if i am nominated by someone else the public has a 
right to know who made the nomination and why.
my donation was based on my belief in the cause, and i believe that if i 
can't donate the time, then i will donate the cash. 
was it wasted ? and is this so called "council" brave enough to defend 
their self serving actions
