I usually just have a combo of a) all requests are forced throught the
index.[cfm|php] using an Application.[cfm|php], and b) in my index.[cfm|php]
for a circuit, I put a redirect to the application root with the new
fuseaction appended. For example if you go to http://bombusbee.com/news/ or
even if you try to go to http://bombusbee.com/news/dsp_listArticles.php you
will get redirected to http://bombusbee.com/index.php?fuseaction=news.
(including the dot at the end)
The PHP code I use looks like this:

header("Location: ../index.php?fuseaction=news.");
?>
The CF equivalent would be:
<cflocation url="../index.cfm?fuseaction=news.">
