why are you doing this?

<cfif #Evaluate(attributes.suppresslayout)# eq "true">

the evaluate is slow, and unnecessary

You need to set a flag (i use "attributes.suppresslayout") to true AFTER
applying layout to the popup window and then change your other fbx_layouts
files
on the way "up" as follows:

<cfparam name="attributes.suppresslayout" default="false">
<cfif #Evaluate(attributes.suppresslayout)# eq "true">
            <cfset fusebox.layoutFile = "">
            <cfset fusebox.layoutDir="">
<cfelse>
            <!--- your "regular" fbx_layouts stuff--->
</cfif>
