I prefer to use a trailing slash in my vars rather than a leading slash, so that I can potentially use all relative URLs, if the leading var is empty...
Anyway, I would say, "yes, it's safe," but I think you are more versatile if you get rid of the leading slash on the "/index.cfm" instead of the trailing slash on the base href...
