Actually it does work with static content - I've got it very crudely working.
Basically, at the top of each page of *STATIC* content I have the fuseaction which calls that page, this then get's inserted into the Db and that in turn get's indexed by verity. When you then query the collection the link to the page is using the correct circuit.fuseaction notation..
