I like your redesigned idea, Kathryn.  Consider each of your circuits as a 
standalone and see if makes sense that way.  Lease and Rent seem to 
make sense as individual application concepts, where Admin and Public 
don't.  Of course, every architect has their own take on how the design 
should look, but your second take is an improvement over the first, IMO.
