Well, I don't know if it ever occurred to anyone to put it
after fbx_settings. fbx_circuits sets up the whole application.
fbx_settings sets up the circuit. (Each circuit has one.) 
After the home circuit's fbx_settings comes the fbx_settings
for the child, grandchild, etc.

What do you mean by "base path"? In CF, getBaseTemplatePath()
will give you the path of the first template called. In FB3,
fusebox.rootPath will give you the relative path to the
home circuit. You may in fact not even need to know what
the "base path" is in FB3. What does the variable represent 
and where/how is it used?
