Well, I don't know if it ever occurred to anyone to put it after fbx_settings. fbx_circuits sets up the whole application. fbx_settings sets up the circuit. (Each circuit has one.) After the home circuit's fbx_settings comes the fbx_settings for the child, grandchild, etc.

In FB3, fusebox.rootPath will give you the relative path to the home circuit. You may in fact not even need to know what the "base path" is in FB3.
