It sounds as though your environment is very well-defined in terms of the data requirements and processes. If this is the case, and the HTML presentation is truly just a cosmetic afterthought, the approach you've outlined can work.
The purpose for using an iterative prototyping stage in FLiP is to help the client recognize their requirements in interface format. HTML is one of the most rapid prototyping environments available, so it's cheap to use it as the platform for prototyping. FLiP is designed to help the developer understand the client's business and mindset. If the client has already defined requirements so carefully that you have a complete form-based database schema at hand, then following the steps of FLiP just to say you did it doesn't make much sense. - Jeff ps - I've yet to meet a client--even one that is extremely tech-savvy--that knows their own requirements so well they can hand you a database schema and have whatever you crank out for a user interface be "what we wanted".
