Reading the specs PDF that are referred from the above page should
enlighten on the context and some design choices, even though I'm not
sure if the implementation achieved aligntment with the specs :-/

Again I don't remember the details, but it seems (from [0]) that our
proposed changes for forgeplucker were saved to [1], or maybe even to
the project's SVN.

Digging https://mail.gna.org/public/forgeplucker-dev/ may help, in
general.


Unfortunately, the COCLICO web site was discontinued, but there may be a
way to resurect some backups if need be.
