Well, you could still use Imposition to achieve a result like that. Each output "page" would be an imposed sheet of multiple pages from different records. Set your horizontal repeat to 2 (columns) and FusionPro will make as many sheets as needed.
The other option, as described in the Rules Guide, and which Giovanni alluded to, is to set your input type to "None" and create an ExternalDataFileEx object to load the input data and output everything from one rule into a text frame that overflows onto new pages.
