No, it's not from InDesign. 
I have a business card that prints 2 sided. The back side is one of 5
different designs. I created a library and set up the card so the user can
just select the design that they want.
The 5 different tiffs that I uploaded to the library are fine. They look
fine in the Printable library, but when I test an order and open the PDF -
the tiffs are low res.

The job was done with Quark Xpress 6.5. I went back and recomposed (making
sure the "never downsample graphics" was clicked on) to reupload  my files
and it still looks to be low res.

I can't think of anything else to check. Any ideas?
