Rick, Do you mean that you have an empty frame on top of the static image? If it is directly on top of the frame containing your text resource, then there will be no room for it to wrap-around.
So, you'll want an empty frame covering the static image (I would recommend a text frame so that you don't get any warning messages when you compose which happens with an empty graphic frame). Make sure to turn the roundaround button ON in the empty frame. Also, the empty frame needs to be on a higher layer than the text resource frame (you can bring the frame forward by selecting FusionPro > Layers ...).
