No, not unless you specifically apply the "Suppress if Empty" setting to every paragraph. Like most of the settings in the Paragraph Formatting dialog, you can set the "Suppress if Empty" setting on an individual paragraph level, so you can have some paragraphs that suppress and others that don't.
