I assume that you're referring to the Web Collect (Define HTML Form) dialog again. You might want to mention that explicitly, since it's a feature which not a lot of users are familiar with, although it's a very powerful feature for Server customers. Usually when we talk about "rules" around here, we're talking about JavaScript. I think that what you mean here by a "rule" is some logic in the XSL file that affects how the HTML form is validated.
When you say you want to disallow the user to "pick the same choice more than once," what exactly do you mean? Do you mean that two fields in the same form can't have the same value? If so, that should be relatively simple to program in the validation XSL. Or do you mean that the same field can't have the same value for consecutive iterations of form input? If that's the case, you'll have to have something in your web application that remembers the field values between input sessions.
