Like most mailing input data I have seen, I assume that your data is
such that there is a different record-count for each tray.  Is that
correct?  If so, our capability to "output to multiple files" won't work
for you in this case as that capability requires a set number of records
that you enter for the multiple output files (e.g. 5,000 records per
output file).
 
Jere's suggestions will work for you but can be a bit labor intensive.
Breaking your file up into 36 smaller input files and feeding them into
FusionPro Desktop 1 at a time is the most straight-forward option but it
will require the 36 separate manual compositions.
 
There is another option with Desktop that might work for you.  You can
do a custom slip-sheet between the trays in your output file.  So this
would be 2 unused body pages (front and back pages) as the first 2 page
in the template (postcard sized pages) that you design for your
slip-sheet.  You would then have some logic in your job (in an
OnRecordStart rule) that would say, essentially, "if the current
record's tray number is different than the last record's tray number,
turn on the slip-sheet for this record".  
 
While this solution would require some manual work post-press to
separate the trays, it could be a pretty quick process to go through the
full output and separate the stacks out.  You can even put some variable
text on the slip sheet postcard that says what the last tray number was
and what the next one is.  This allows for some QA in the separation
process to ensure that the finishing team correctly found all the breaks
in the job.  For further QA, you can put messages in your composition
log file when the break is detected.  This can be used as a type of
manifest for breaking the job up after printed.
 
Just an FYI that if you routinely are looking to do this type of mailing
work where you want to break your output into trays and are looking to
automate the whole process, our FusionPro Server product has been used
by numerous customers to accomplish this in their workflow.  It
eliminates much of the costly manual intervention in this process.
