I don't have a rule to eliminate your oultline box, but we had a similar problem, and solved it by adding the box to the photos so if no photo-no box. We had about 300 photos, so rather than manually add the border we made a "mini" Fusion pro doc that just placed the photos in the outline box and saved it out as single PDF files. As new photos were added over time, we would just run them through the mini FP doc and add the resulting PDF's to our resource folder.
