You want to use an inline graphic. Please refer to the section "Graphic Tag Inside Story Tag" in the FusionPro Tags Reference Guide.
If you're inserting the graphic into a Formatted Text Resource or directly into a text flow, you can create a rule to return the graphic tag, and then insert that rule as a variable in the Text Editor.
