Using the flat file data you provided, this is what I modified your rule to
be to get the line chart to work:
return '<row
type=header><cell><cell>First<cell>Second<cell>Third<cell>Fourth<row><cell>' +
Field("REGION")+ '<cell>' + Field("1st Qtr") + '<cell>' + Field("2nd Qtr") +
'<cell>' + Field("3rd Qtr") + '<cell>' + Field("4th Qtr");
