I think you're looking for the "Bleed" setting on the Imposition tab of the Composition Settings dialog. If you modify this setting to something non-zero and compose, you will notice that it adds a setting called, surprisingly enough, "Bleed" in the CFG file, with the value in hundredths of points. The effect of this setting is basically to make both the Media, Bleed, Crop boxes of the output document bigger than its Trim Box.

As I noted in the message you cite, this is all based on the Trim Box of the original template (background) PDF document in FusionPro Desktop. If you're using FusionPro Server, you can also modify the base (Trim) size of each page in the layout using the DIF Control API.
