If you're talking about something specific to FusionPro Web, you should
ask in that product's forum.  I'm not sure what the Manager inserts into
the field in the input file it generates when the user types a new line
in a multi-line edit box on the web page.  If it inserts a "<br>" tag,
you can probably use JavaScript to replace that with some other markup
to insert a specific amount of leading, something like a <p
leadbefore="300"> tag. 

I'm also a bit confused about what you're trying to accomplish.  Do you
mean that you're seeing extra leading and you want to get rid of it, or
do you mean that you don't see extra leading and you want to insert it?
