If you plan on doing a lot of VDP going forward I would recommend contacting
your local post office and applying for a permit number.  Before you do
this, if someone on your staff isn't familiar with how the bulk mail
procedure works, I would try to align yourself with a mailing vendor that
would be willing to help you get started.  This is a lot easier than having
to hand affix stamps each time you do a mailing and will also save you some
money in postage if you decide to pre-sort your lists.

I wouldn't worry about the first bullet on this list (contacting a postage
meter manufacturer) because FP Desktop has everything you need to generate
the barcodes.  You will, however, need to have your list pre-sorted before
you import it into Desktop.  Before we had our own mailing software to do
pre-sorting internally, we had a mailing vendor we sent the raw data/mailing
list to.  They would pre-sort the lists for us and send it back to us in
.csv or tab delimited format.  They would also provide us with the necessary
paperwork we would need to deliver to the post office.  We then used that as
our data file and imported it into FP Desktop.  Desktop automatically
installs the barcode fonts used for POSTNET and/or Intelligent Mail barcodes
on your system and there is even a JavaScript rule you can use to help
generate the actual barcode.  

It's not a quick fix for now but this is something you might want to look
into going forward.

If I did bulk mail, I still need to print the postage on the postcards,
the question is how.   Does USPS give an image that you can re-use and you
pay them by the piece submitted?
