It depends on what you're doing, where you're composing the job, etc.

If you're collecting the job to compose on a computer on another
network, including for FusionPro Web, then you'll want to add the
resources to your job so that they get collected up.

If you're only running the job on your machine, or on your network where
the paths to the graphic files are UNC (or some kind of share path on
Mac), then you're probably better off using CreateResource to bring in
graphics as you need them.  This approach offers more flexibility in
terms of being able to bring in new graphics without having to go
through the Resources dialog in Desktop; you can just change the name of
the graphic file in your input data and compose, even with Direct or
Server.  The downside is that you can't verify the existence of every
possible graphic in one shot.

As far as RIP speed goes, I don't think that's an issue as, for most
output formats, the graphics get either embedded into the output stream
or placed in a specific location for the press.
