I also have the same problem and so do my co-workers. We have a PDF preset
created in InDesign specifically for exporting PDFs for Fusion Pro. I
always output a PDF using those settings to my desktop first to make sure
that it is set as the most recent PDF setting but my PDFs still come out
as v1.6 when created through the Fusion Pro plug-in InDesign. I see that
Tom pointed out that he was still having this problem but no working
solution has yet to be proposed. Our digital press cannot accept
transparent elements. v1.6 PDFs are not flattened and as a result any PDFs
made from an InDesign file with transparent elements will error out on the
press. The only way around this is to export flattened EPS's of the the
InDesign document and then place them in a new ID file and then export
PDFs for Fusion Pro. If there is a way to actually set the PDF version
being created by the Fusion Pro plug-in, that would save us a lot of
headaches.
