Is your graphic(s) in the same file as the template? If not then
FusionPro can't find it. You'll need to add the path to that folder in
the rule, or set it globally in the Search Path feature in the
Composition>Advanced tab.
Try this...
return CreateResource("\\pathHere\\" + Field("LastName") + ".tif",
"graphic");
