I figured it out. Here is the correct code, if anyone ever tries this:

var z = '<color Name="PANTONE ' + Field("PrimaryColor") + ' C">';
if (Field("PhoneNumber") == "")
return "";
else
return z + Field("PhoneNumber");
---
I needed to use single quotes to wrap my tags in the first line, and
double quotes around the color name.
