Howdy dawn - you should still be getting the Toll Free if you were using suppress if empty. That only suppresses the variable. What you are looking for is the suppress the line if containg empty variables that does the entire line regardless of what is on it if there is no data in the variable.
Got you is that the suppress the line if containg empty variables does not work when uploaded to the website (until the next update i think we were told) so you should go back to putting that in a quick rule.
