Its my understanding Dutch Cut is where you have 3-up with one page positioned vertically at the end of where two pages of the same size meet horizontally. If this is correct, no, FP Imposer will not do this at this time. You can rotate an individual page but there is no way to create an odd numbered layout and offset the page.

You will probably have to create an imposition manually or find some clever way to run imposition twice.
