your closing tag is wrong it should be </b> also your syntax is a little weird try

if (Field("Fax") == ""){
        return "";
}else{
        return 'Fax: <b>'+ Field("Fax") +'</b>';
}

One more thing you should use a bold font instead of  fake bold.
