I've found that this error typically is due to one of the following things:
-country field not being field in (USA should be entered) -billing address not exactly matching the credit card billing address -if it's a personal credit card, the name on the card should be in the "Attn" field and Company should be left blank. Credit cards are one of the most frustrating parts of the system for us.
