In your PDF, set the page usage for each of your 3 pages to "unused" by
default, so that only the ones you activate via the rule will be used. 
Then use this modified rule, to turn on each of the pages (without turning
off the others).


 if (Field("QTY1") != "")
             {
             FusionPro.Composition.SetBodyPageUsage("PAGE1", true);
             }
 if (Field("QTY2") != "")
             {
            FusionPro.Composition.SetBodyPageUsage("PAGE2", true);
             }
 if (Field("QTY3") != "")
             {
             FusionPro.Composition.SetBodyPageUsage("PAGE3", true);
             }


Your previous rule would turn on page 1, and then later turn it off when
it checked for QTY 2 or QTY 3.  That's why only the greatest QTY page (the
last one to be checked) was being activated.
