Since economic development  is "not sustainable"* -- and can not be made
sustainable -- it doesn't make sense to move unemployed people into the
"labour market".

A better idea would be encourage people to stay home.  Direct payments
should to the unemployed in perpetuity (or as long as possible) to keep them
alive.  More money for smaller families, and cash bonuses should be paid for
voluntary sterilization and suicide.

More head-in-the-sand economic policies will only make the ultimate body
count that much higher.
