I am no expert in this, but it would seem to be that the list system itself
could add the identifier automatically. For example, another list I belong
to adds the header to the text portion, "Sally Learner wants FW to know..."
When many of us belong to a large number of lists, many times we will forget
to handle this list differently. You have to accept that you will never get
close to 100% compliance. I have enough trouble simply making sure that ths
subject is correct. I get it right about half the time.
