Raymond Randolph This 3-judge panel of the U.S. Circuit Court of Appeals, D.C. Circuit, is expected to hear the case in March. (2 votes are required to win.) In the meantime, the pendency of the appeal blocks the lower court judge (Jackson) from modifying his order against Microsoft.
