The 3 judges who will hear the Microsoft appeal were named in this
morning's New York Times (1/15/98, p. C6).  

        2 of the 3 were appointed by Reagan.  (My local directory has no bio
data on the other one.)

        l.  Laurence H. Silberman (Reagan '85)
        2.  Stephen F. Williams (Reagan '86)
        3.  A. Raymond Randolph

        This 3-judge panel of the U.S. Circuit Court of Appeals, D.C.
Circuit, is expected to hear the case in March.  (2 votes are required to
win.)  In the meantime, the pendency of the appeal blocks the lower court
judge (Jackson) from modifying his order against Microsoft.
