Actually, the Free Trade folks tend to "find the best way to handle it at the cheapest cost" quite differently: By lobbying/blackmailing gov'ts to reduce enviro regulations/taxes and/or moving production to countries with less enviro regulations (or even with mafia organizations that dump guck illegally). This way they achieve the low prices that you want.
