I think it is a political mistake on his part.  Gives to the Dems a
wonderful issue if they will only exploit it properly.  On Bush's right is
Pat Buchanan who is against it and the Dems should get the trade unions to
organize against it and make common cause with Pat Buchanan Republicans.

It's union bashing and a way to keep a cap on wage rates.  

Could be seen as part of the race to the bottom for *some* Americans.  Let's
say for those in the bottom half of the economy.
