According to my
own view of what is going on in the White House, I don't think this initiative
will get very far. Reason? America can't afford it. I think that the new team
in the WH -- Negroponte, Zoellick and Bernanke (above all, the last, who has
somehow got to start to get the budget in order) -- are probably bringing some
sense to Bush and apprising him of the very severe problems that America
already faces at home and abroad.
