There seems to be little appetite on the part of nations to control tax
havens.  The OECD has listed the 30 plus tax havens around the world and
that seems to be that.  There were threats to do this and that but the US
and UK and I guess others have seen it in their interests to keep the tax
havens "in business"

The UK govt. has even sent advisors to small countries in the Caribbean
advising them how to become tax havens and attract headquarters of large
multinational firms. Surprising but true.
