But we still receive income from a variety of natural resources including oil 
and natural gas...this income (so I am told) is what is helping to boost our 
dollar (thereby putting the manufacturing sector at a disadvantage vis a vis

The problem isn't so much the delivery but the raising of the funds.  Any ideas?
Remember Canada isn't Norway because you signed away the oil under NAFTA.
