The production problem is solved because it's the domain of the producers.

The distribution problem isn't solved because it's the domain of the predators
who call the shots.  Why didn't they solve it?  In part due to incompetence
and in part deliberately, knowing that they can gain more as long as the
distribution problem is not solved (or rather, is "solved" in their best
interests, i.e. big inequality).
