Absolutely one of my first thoughts, after boggling over the notion of calling closet space a home. I thought it was useful for those who wish to build a cabin or mobile space of their own.
Katrina victims are no longer having accommodations paid by the feds, and many are still waiting to see any kind of compensation money. I guess if they can't afford to relocate, or really want to stay, this is a low-cost, albeit risky option, that helps people to feel more at home than the roach-pits festering the southern states called motels.
