I read it differently: I read is as Bush recognizing that
he had *said* things in a way that unnecessarily caused
him trouble. He still wants his war, he just
now realizes he did not really want them to "bring it on"

The Iraqis should have been more cooperative, and
I read the article as indicating that Bush now
thinks maybe some of the things he said irritated some
of them unnecessarily.
Actually, I think if he and his regime would take this
to heart and stop "rubbing people's face in it" as well
as doing "it", they might not create so much
trouble for themselves. One can be polite and still
say you're going to [do whatever that the persons
addressed will not want to have done to them].
